Founded in March 2000 following the enactment of the Skills Development Act 1998 (as amended), the Skills Development Act 1998 was created in March 2000. One of its mandates is the implementation of apprenticeship programs, including learning experiences, apprenticeship spaces, skills programs and other mandatory apprenticeship programs, which have a structured component of work experience. Apprenticeship is one of the integrated skills development measures that aim to boost employment growth and capacity building in all sectors to address the shortage of skilled labour, which is rare and critical in South Africa. This is a way to provide a learning program that combines work-based experience and structured learning. This is one of the ways to acquire a qualification. A learner who follows a learning experience will be able to demonstrate the practical application of skills (skills, knowledge, values and attitudes) in an employment context. The components of learning capacity are composed: learnership development practice is critical access to learning in the field of ETD. Practitioners with this qualification are able to directly offer professional support to individuals and communities, thus enabling these individuals and communities to achieve specific results. The qualification also allows practitioners to offer short learning programs to community groups and to help assess the learning or development of community groups.
The apprenticeship is aimed at both adults and young people (employed and unemployed) with sufficient experience in communal development and development practices, especially those working as auxiliary social workers, community development workers, youth workers and NGO and CBO activists. It is implemented in all provinces.
